Added Cases dissappearing in Case Hierarchy

Symptom

In CRM Case Management 5.2 and higher releases, cases linked to parent case through case hierarchy assignment block are disappearing.
Other terms

CL_CRM_CASE_API, GET_VICINITY, Case Hierarchy, HierarchyTreeOverview,
HierarchyTreeEdit.
Reason and Prerequisites

Reason:
Basis Case Management changed their api (CL_SCMG_CASE_API->GET_VICINIY)
Prerequisites:
Should have already applied Basis Note 1169579
Solution

Implement the attached correction instructions.
